But if you think a game is terrible just because the controls are terrible and can be fixed with a mod or two. If you still consider this game terrible, that's fine, it's your opinion. I'd love to work on fixing this game if Rockstar ever hired me, a few of my friends included.

I wouldn't say it was made bad on purpose, they were on a time constraint and made a bad port from the PS2 version and then started working on a new game and the game already sold enough copies so they didn't need to update it further. The game itself isn't a piece of junk, the controls may be, the PC version when it was released had controller support for very specific game controllers since the PS3 or Xbox 360 weren't released yet and you couldn't connect a PS2 or Xbox controller. This game sucks and its embarrassing to think back to how younger me in the past tricked myself into enjoying this piece of junk game. then i get murdered from full armor and health to dead. but as careful as i am the game will switch weapons when it should switch targets.
With the controller i have noticed there is a button for "next target/weapon" this switches your weapon and your target. they make a good game and then before releasing it to the public they make sure its bad. it is made bad on purpose because they dont care. The controls aren't terrible, they have a few quirks such as the space button being sprint and shift being jump by default and that flying is defaulted to the numberpad which a few people don't have one on their keyboard anymore.
